Job description

The GovPass Programme within the GPA is modernising Access Control Systems across HMG. Delivering a new UK government standard for card encryption improving building security and enabling greater interoperability through its innovative technology.

GovPass is operating across the UK in HMG Estate and in some of the most iconic buildings and departments, with an ambition to expand this further over the coming years. GovPass card encryption and personalisation is managed by the central GovPass Bureau Service.

The Delivery Manager (Operations) is a critical role responsible for the day-to-day delivery and management of the GovPass Bureau Service and pass production facilities. As the Delivery Manager (Operations) you will be responsible for the management of pass production, asset management, project & delivery leadership and incident response.

You will have:

  • Outstanding organisational and analytical skills
  • Proven experience in managing complex operational services and tracking delivery against technical requirements and milestones.
  • Ability to influence and collaborate with diverse stakeholders across government to achieve strategic aims. Including departmental security teams, security services, facilities management teams and suppliers

While this position carries no direct line management responsibilities, it involves overseeing a key GPA supplier to ensure the highest standard of service is delivered to HMG.

Key Responsibilities

  • Oversee the daily activities of the GovPass Bureau Service in person, ensuring the production and dispatch of building passes meets cross-government demand.
  • Continuously improve and develop the GovPass Asset Management processes, ensuring they are standardised as the service scales.
  • Lead complex operational projects, such as the mass enrolment of thousands of staff during building moves, supporting Plan for London & right sizing the Government Estate.
  • Build and maintain strong relationships with security and property leads across HMG departments to drive GovPass adoption and resolve operational issues.
  • Oversee the maintenance of the GovPass documentation library, including Standard Operating Procedures (SOPs) and technical manuals.
  • Maintain the operational security of the GovPass service, responding in-person to incidents at sites to protect HMG's security profile.

Person specification

We are looking for an experienced Delivery Manager (Operations) who has:

  • Strong stakeholder engagement skills,
  • Resilient, adaptable and comfortable working in a fast paced and evolving environment
  • Driven and focused to deliver within the public sector with an emphasis on value for money
  • Collaborative and inclusive ways of working and can build trust across diverse teams and stakeholders
  • Managing, mentoring and guiding stakeholders through the delivery and improvement of the service

Essential criteria

  • Demonstrable experience in stakeholder engagement and managing stakeholder expectations throughout projects
  • Experience in managing large-scale business change
  • Experience managing outcomes of an integral external supplier
  • Familiarity with Jira for project management and service desk operations.

Desirable criteria:

  • Operational Security Knowledge: Understanding of access control systems (ACS), building access policies, card production processes, and HMG security standards.
  • Experience of managing orders and stock in a fast paced environment
  • Experience working within Government Services
  • Problem Solving: Experience in incident and problem management, with the ability to respond effectively to urgent service needs.
  • Formal project management qualification (eg Prince2, APMG) or willingness to become certified within 12 months of taking up post
